The corrections personnel recruit recruitment, officer hiring and staff retention seminar workshop was developed as a result of a California and national research project on public safety officer recruiting, hiring screening, and turnover issues. The recruiting, securing and keeping of qualified staff, field, institutional and support, is considered a crisis situation in some jurisdictions. An expanding criminal justice system, career retirement cycles and a highly competitive economy impact corrections in unusual ways. 123 corrections, law enforcement public safety agencies were stuidied for specific references of the dynamics a stable, professional workforce. This program will assist recruiting personnel and training decision makers in developing plans, strategies and presentations to maintain a quality and reliable public safety workforce.

Participants recieve detailed tracking forms, marketing strategy logs and "how to" references for developing a custom recuitment, hiring and retention program for their agency's needs. A list of documents participants receive is in the next section.

• examine Correctional, public safety recruitment, hiring and retention of sworn and non-sworn personnel from a statewide and national perspective
  • identify "Who is your target DPO recruit base?" and how to reach them

• compare those state & national trends to recruiting potential applicants and candidates now and in the foreseeable future

  • discuss the pros and cons of media maketing and internet police recruiting strategies

• identify the actual jurisdictional and agency dollar and resource costs of recruiting, recruitment and hiring to finally achieve a single "first day employee" as an argument for different recruitment, hiring and retention strategies with their department and budget authorities

• review and discuss the major "ROADBLOCKS" for recruit applicants and candidates in the 7+ steps of the law enforcement recruitment and hiring process that send them elsewhere

• review and discuss the justification and validity of pre-employment standards and strategies for recruiting and hiring the right people at the start of the applicant procedures and candidate review
  • special issues of gender, ethnic and language skills in corrections services

• using national and state references, identify what are the major causes of police employees, uniformed and support, leaving their agency or jurisdiction and how to retain them

• scrutinize the organizational health of their agency's policies and practices that may fuel employee dissatisfaction and separation

• link and apply organizational health from hiring to promotions and assignment

• prepare a worksheet of specific targets for improving recruitment, hiring and retention of all departmental employees

Outline a strategy for political and budgetary support to fulfill these goals and targets
