The course meets, and exceeds, the mandatory training requirements of Calif. Code of Regulations, Title 15 §1024 requirements for staff working in Court and Temporary Holding Facilities (CHF/THF). The course covers all the legal and administrative responsibilities of the person charged with supervising or managing a CHF or THF. Of particular importance to the lockup supervisor or limited term jail manager are applications of minimum jail standards, CCR Title 15; Policy and Procedure implications of laws and regulations; control of medical expenses; the conduct of facilities inspections by local, state and federal authorities; training requirements for any staff working with or supervising adult or juvenile pretrial detainees and current jail supervisory and jail management issues. Bill Naber is the facilitator for this course. He is recognized nationally as the expert on limited term detention facilities operations and management. He has consulted and testified on police station jails, lockups and sheriff's substation facilities. A CHF or THF supervisor or manager needs this course to protect themselves and their department when litigation happens.

I have revisited our past law enforcement and corrections vacancy issues nationally. My research assistant, Larry Anderson, Livermore PD Retired and I have spent the summer revalidating my past research that has been cited and published nationally on how to overcome the multitude of obstacles of attracting qualified applicants and moving them through the candidate phase into full time employment. To introduce our RHR workshop we have developed a 4 hour RHR Executive Briefing on the course. Please stop by and take a look.
POST Certifications - Informational Update March 12, 2008
POST has notified us that they have to review all their certified courses as part of the state's budget reductions. POST has for many years certified, for travel and per-diem, Limited Term Detention Facilities courses to help police jail staff (Type 1's, Court and Temporary Holding Facilities) to stay in compliance with CCSA regulations. Jail courses obviously are outside POST's normal realm of certified courses, but in the spirit of supporting police services, they certified the courses. POST may not be able to continue certifying jail courses.
POST staff is meeting with CCSA staff to clarify who does what. As it is now, CCSA Facilities Standards, California Code of Regulations (CCR) Title 15 sections 1020, 1021 and 1024 require LTF staff training. CCSA Standards and Training for Corrections (STC) will only certify courses that fall within the STC program and STC membership regulations.
So, what does the loss of course certification this mean for non-STC LTF's? The main concerns of all the agencies we work with are staying in compliance with facilities standards and Advanced Officer Training (AOT) Credits for the staff completing these courses.
Both POST and CCSA are committed to serving the law enforcement community and are working together to find solutions to this administrative dilemma. We will not know the final outcome until sometime after the state budget issues are settled.
NTE will continue to offer all the LTF specialty courses we offer now and will follow the state training regulations. You can view those LTF listings at Type 1 Jail Courses and Services and Temporary Holding Facilities (THF) Courses & Services.
To ensure all the agencies we serve maintain their facilities standards compliance we will provide the POST and STC rosters for each class as we normally do as proof of training attendance and training hours completed. These rosters should be sufficient to meet CCSA facilities inspection staff training requirements. We also will maintain the course outlines and instructional references that are currently required as additional backup data on the instructor and instructional content
