I am a teaching and criminal justice researcher, retired Sheriff’s Captain, experienced in police administrative operations, sheriff’s duties, adult jail operations, juvenile detention facilities procedures, and correctional standards-of-care and standard practices for incarcerating criminal offenders.

I offer an unusual array of experience and knowledge having worked in both small and medium sized jail systems. As a command officer, I provided technical assistance in litigation and administrative hearings concerning police and sheriff’s law enforcement duties throughout California. I served on local and state advisory boards, made presentations to and testified at legislative and regulatory hearings.

As an Assistant Court Compliance Officer for 3 years I audited and reported to trial judges on law enforcement agency and corrections facilities compliance to court orders and settlement agreements.

I am the owner, and principle training designer, for NABER TECHNICAL ENTERPRISES which has been in business since 1982 offering corrections and law enforcement related training courses nationally. My training specialties are inmate classification, staff apprenticeship training (FTO, JTO, DTO, CTO), correctional institution organizational supervision and leadership, death-in-custody prevention, and legal aspects of adult and juvenile corrections institutions and police jail operations.

Since 1974 I have developed over 250 training courses, programs, seminars and conferences. I currently have over 225 courses that are, or have been certified by state and federal authorities including the State of California, U.S. Marshal’s Service, Federal Department of Justice, and the National Institute of Corrections (NIC).

I have assisted many law enforcement, probation and corrections agencies in seeking and securing state and federal technical assistance money, block grants and special funding for studies and training programs.

As a private corrections consultant I completed projects for adult and juvenile detention facilities, police departments, probation departments, and county court systems. My criminal justice consultant services included expediting organizational change, design and Transitioning to new or significantly remodeled detention facilities, security and personnel studies.

Since 1974 I have provided trial consultation and expert witness services throughout the United States concerning adult jails, juvenile detention, Standards of Care for prisoners and Standard Practices for police limited term department lockup operations.
