Bill Naber, Mediator

Law enforcement and government trained mediator experienced in mediation, conflict resolution and alternative dispute resolution (ADR).

I have been a plaintiff and a defendant in civil litigation, in addition to my law enforcement background involving criminal and civil judicial proceedings. I was a state and federal court compliance officer for 3 years investigating and reporting to courts on fulfillment of settlement agreements. I can speak with first hand knowledge of the personal expense, time consumption, and emotional toll litigation can bring to all sides in seeking a judicial end to a dispute.

I have successfully used mediation and Alternative Dispute Resolution (ADR) in the course of owning a professional intellectual property business for 30 years. I have contributed to the development of training courses for law enforcement officers on how to use Conflict Resolution using mediation principles to respond to citizen complaints concerning public safety personnel and service. I have also used mediation techniques to assist supervisors, managers and executives in resolving grievances and employee conflicts.

My best assets as a mediator are my abilities to listen, to get people to talk about what their core issues and interests are, fairness in ensuring all sides have can present their case, to ask objective questions in clarifying issues and to seek equitable solutions to common problems in a reasonable amount of time. I know from practical experience that there are usually 2 legitimate points of view in a dispute and that the role of the mediator is to facilitate a practical resolution that will stand the test of time. I offer integrity in confidentially reaching written agreements that are enforceable contracts as an alternative to time consuming and costly litigation.

I take great pride in preparing myself mediation proceedings. I will provide you:

  • with a case outline template that will help you construct an understandable presentation of your issues.
  • personal review your statements and exhibits before the mediation meetings.
  • investing myself in facilitating resolution of your issues.
  • with a written billing statement that will itemize and explain my investment of time and professional skills in your case beyond the free assessment and preparation time.
  • agreement forms, confidentiality statement, and settlement agreement outline.

The initial case assessment is FREE.

The first 3 hours of preparation for the medication meeting are FREE.

In some public interest cases located in and around Sacramento, I will provide mediation services for up to 4 hours for only the cost of travel expenses.

Jail Case Assessment -
Court Compliance Officer Auditor, I was selected by state and federal courts to investigate and audit government agency compliance to settlement agreements. I won recognition with these courts because of my prior experience as a law enforcement officer working to settle civil rights violation cases. I was instrumental in writing government grants to fund studies to be used as reference base lines in specific elements of settlement contracts. I proposed and wrote the first "Court Monitor" methodology to replace the previously used "Court Master" system. This innovation is now a standard of civil rights settlement agreements nationally.
