- Sheriff Hickman County verses County Officials, Tennessee. Sheriff brought "Unable to Function" litigation under state code against Hickman County Officials over budgeting for 7 new deputy sheriff positions and related expenses. Hired as county's trial consultant and potential expert on sheriff's operations. I proposed mediation which was accepted and case settled using phased implementation for 4 new deputies within the term of this Board of Commissioners.

Federal §1983 Class Action on Totality of Conditions. Sheriff's Representative in Settlement Team, personally wrote first federal "Litigation Reduction Grant" through National Institute of Corrections and helped create the concept of "Court's Monitor" to replace "Court Master" approaches in favor of negotiated settlement over trial litigation. Case closed in 1992 with construction of new facilities.
Court, Trial and Administrative Law Experience, 1970 to date:
While a Sheriffs Deputy, I worked closely with the county and state court system with jail matters, prisoner transfer and appearances, compliance to court orders and court security throughout my 20 year career. As a deputy sheriff and detective sergeant I worked with the District Attorneys Office in criminal case preparation and court presentations. As a Sheriffs mid-manager and command officer, I represented my department and the county in administrative law forums and hearings concerning personnel matters, zoning and contracts, law and ordinance revisions, and public policy matters. During my career I frequently represented my departments in civil matters and testified in tort litigation. 2 years of my career were spent in active negotiation to reach a settlement agreement in a Federal Civil Rights case, Cherco et. al. V. Sonoma County in Judge Thelton Hendersons Court.
After my retirement, was been appointed as an Assistant Court Compliance Officer, auditing jail operations for state and federal courts as a courts officer. I gained national recognition as an expert witness/trial consultant on Jail Operations and Administration; Correctional Program Design and Implementation, Law Enforcement Policies, Procedures and Practices; Minimum Training Standards for Law Enforcement Personnel; Government Employee Management, Discipline and Internal Investigations, and Inmate/Minor Suicide Intervention.
I have testified in over 150 civil and criminal cases and acted as a trial consultant in over 50 litigations for city and county government. I have also provided technical assistance to over 20 unions and employee associations nationally.
I coauthored and presented Conflict Resolution Courses for Police and Corrections.
