This seminar is directed to police officers, investigators and field adult and juvenile probation officers. The highly inter-active program presented by nationally recognized expert in law enforcement issues of parolees, Sgt. Ken Whitley, Garden Grove PD Retired. Course Overview
This course provides participants with knowledge and tools for managing parolees and other state trained inmates in local detention facilities. California has one of the largest parolee populations in the United States. Parolees are taken into custody for violating conditions of parole and new offenses. The state prison system is poised to release thousands of inmates, most on parole, to respond to state level institutional overcrowding. Statistically, 70+% will re-offend or break parole within 180 days of release. Local city and county jails are the intake point to the criminal justice system for parolees taken into custody. While in short or long term local custody, parolees present correctional staff, supervision and management with a host of classification, security, and control issues. The principle issue is that state prison tutored inmates behave much different in custody than the ordinary local offender. This course is designed to provide local correctional staff at all levels with knowledge and tools to manage the growing parolee population in local detention facilities. State prison trained inmates present classification issues based on their sophistication, criminal pathology, criminal relationships and potential security/officer-safety risks. Parolees are expert manipulators. Parolees use a variety of con-games, threat patterns, disruptive or compliant in-custody behaviors for their own benefit, at the expense of detention staff.

I have revisited our past law enforcement and corrections vacancy issues nationally. My research assistant, Larry Anderson, Livermore PD Retired and I have spent the summer revalidating my past research that has been cited and published nationally on how to overcome the multitude of obstacles of attracting qualified applicants and moving them through the candidate phase into full time employment.
