CCR §1024. Court Holding and Temporary Holding Facility Training.

Custodial personnel who are responsible for supervising inmates in, and supervisors of, a court holding or temporary holding facility shall complete 8 hours of specialized training. Such training shall include, but not be limited to:
(a) applicable minimum jail standards;
(b) jail operations liability;
(c) inmate segregation;
(d) emergency procedures and planning; and,
(e) suicide prevention.
Such training shall be completed as soon as practical, but in any event not more than six months after the date of assigned responsibility, or the effective date of this regulation. Eight hours of refresher training shall be completed once every two years.
Each agency shall determine if additional training is needed based upon, but not limited to, the complexity of the facility, the number of inmates, the employees’ level of experience and training, and other relevant factors.

030 Correctional Officer Core Course 176 Hours, for full time THF jail staff

For FULL TIME DETENTION STAFF in adult institutions, as required by §T15-1020, Minimum Jail Standards. The program delivers a maximum of hands-on training in conformance with the California Correctional Officer Job Analysis and Work Performance Standards revised in 2000 and implemented in 2001. These standards require extensive testing for written skills, job knowledge, behavioral performance, and physical conditioning. On successful completion of the course, the employing agency receives a compliance certification required by the Board of Corrections. Course presentation hours can be flexible to suit host agency .

NEW REGULATIONS for Temporary & Court Holding Facilities (THF's)
As of April 2001, all California THF's and Court Holding Facilities are required to have 8 hours of refresher training once every two year after the basic 8 hour T15-1024 Specialized Training Course.

47 Temporary and Court Holding Facilities T15-§1024 Core Orientation Course 08 Hours At your facility or area. POST Certified 8380-30780 for Advanced Officer Training (AOT) hours and travel only

This course is created specifically to train all "staff supervising" inmates in Temporary and Court Holding facilities in compliance with the requirements of California Code of Regulations §T15-1024. This course can also be used to teach new employees and those not currently qualified in the basic elements of operating a temporary or court holding facility. Emphasizes protection of human life and limb in these short-term special purpose confinement situations. Course includes:

  • Review adult and juvenile detainee liability issues.
  • Apply minimum jail standards to Court and TemporaryHolding Facilities.
  • Basic requirements for inmate separations in a CHF or THF
  • Medical risks and suicide recognition in a CHF or THF
  • Emergency procedures and planning in a CHF or THF
  • Regulations for holding minors in police and court facilities

64. Court and Short Run Transport 8 Hours STC Certified 736-03664
Many police departments have found the value and savings in having civilian police staff transporting prisoners. Details include crime scene to jail or THF, THF to medical clearance, pickups from other local police facilities, and transport to county jail or court facilities.

This program is intended for all staff performing criminal justice adult and juvenile transportation on a part-time or infrequent basis. Any employee transporting adult or juvenile detainees needs to be trained. Course materials include:

199THF Minimum Training General Employee Orientation for THF Jails 8 Hours, At your facility or area.

This course is specifically designed for temporary assignment, or non-correctional officer, staff working in a limited term adult detention facility (LTF). These general employees do not regularly supervise inmates, adult or minors, but may do so from time-to-time on an as needed basis. The topics reflect minimum orientation training for this category of law enforcement employees that presents the highest liability exposure for the department. This course can also be used to teach new employees and those not currently qualified in the basic elements of operating a temporary or court holding facility. Emphasizes protection of human life and limb to the extent possible in these short-term special purpose confinement situations.

This isan introductory course for supervisors and managers of Police and Sheriffs departments who operate a Court or Temporary Holding Facility (CHF/THF) in their law enforcement facilities. Title 15 of the California Code of Regulations (CCR) states that the Chief of Police or Sheriff are individually tasked with the responsibility of being the “Jail Administrator” for their Department, In most cases, the Jail Administrator appoints a Jail Manager or Command Officer to run the day by day operations of their jail by official correspondence with the California Board of Corrections (BOC). This program is particularly useful for those supervisory and management level officers who represent the chief executive’s interests in the CHF/THF’s operation, management and administration.

This course has been streamlined to cover the issues, concerns and duties of the CHF/THF supervisor or manager operating a Temporary Holding Facility.

Topics presented will include:

  • Which local, state and federal standards, regulations and other administrative issues are specifically addressed to the person responsible for the day-to-day operation of a Temporary Holding Facility.
  • Legal issues of a THF Jail Administrator's and Manager's personal responsibilities.
  • THF manuals and operational directives for any personnel supervising adults or minors.
  • Training requirements for any person used to supervise adult or juvenile detainees.
  • Specific issues of opposite gender supervision, surveillance and searches.
  • Medical care issues facing a THF Jail Manager concerning prisoners and employees.
  • Inspections by the Board of Corrections, Health Departments, Fire Authority and the Grand Jury.
  • The importance of sharing information with other THF Administrators and Managers
  • Objective discussion of contracting your Jail Operations to a Private Contractor.
  • This is a workshop format that allows discussion of your agency's specific issues.

211 Juvenile Court Holding Facilities Mandated Training, 8 Hours, STC Certified.

This juvenile courts detention course is in compliance with §T15-1562 CCR for minimum training of juvenile court detention staff. Any staff, full-time or part-time, supervision minors in a court detention facility are required to have this training.We can customize the course for agency specific presentations.

  • Participants will Complete the requirements of §T15-1562 CCR by
  • Studying and discussing the minimum detention facility standards applicable to court holding facilities
  • Reviewing basis of liability for proper supervision and management of minors in court detention settings
  • Examining staff duties for ongoing medical care, classification maintenance, and separation/supervision of minors in court facilities
  • Responding to hypothetical scenarios concerning emergency procedures likely to occur in a courts building.
  • Refreshing staff awareness of suicide and self destructive potential of minors in court facilities

217 THF Watch Commander and Shift Supervisor Update 8 hours, POST 8280-32221 (Travel & Per Diem Only) and STC 0736-014070 Certified.

This course is for Watch Commanders and Shift Supervisors (W/C-S/S) of Limited Term Facilities (LTF's) which are Temporary and Court Holding Facilities and Type 1 Jails. Current legal "Standards of Care" require the W/C-S/S to review, endorse and direct a number of critical jail procedures. The course reviews the requirements and revisions of Calif. Code of Regulations Title 15, Minimum Jail Standards for local detention facilities and the critical decision points for such things as medical transport, non-acceptance of high risk prisoners and use-of-force in the detention facility. This program is highly recommended for those Watch Commanders who have received no jail specific operations training or have not reviewed their functional obligations for jail supervision in over 3 years.Course covers Watch Commander and Shift Supervisor responsibilities for:

  • Adult and juvenile detainee liability issues.
  • Compliance to minimum jail standards to Court and TemporaryHolding Facilities.
  • Basic requirements for inmate separations in a CHF or THF
  • Assessing and reviewing medical risks and suicide recognition in a CHF or THF - then directing timely and appropriate offender transportation
  • Emergency procedures and planning in a CHF or THF
  • Oversight and compliance to regulations for holding minors in police and court facilities
If you contract for LTF Services, the department is still responsible for detention facility operations.

CPC §6031.6. (a) Any privately operated local detention facility
responsible for the custody and control of any local prisoner shall,
as required by subdivision (a) of Section 1208, operate pursuant to a
contract with the city, county, or city and county, as appropriate.

(b) (1) Each contract shall include, but not be limited to, a
provision whereby the private agency or entity agrees to operate in
compliance with all appropriate state and local building, zoning,
health, safety, and fire statutes, ordinances, and regulations, and
with the minimum jail standards established by regulations adopted by
the Board of Corrections, as set forth in Subchapter 4 (commencing
with Section 1000) of Chapter 1 of Division 1 of Title 15 of the
California Code of Regulations.
(2) The private agency or entity shall select and train its
personnel in accordance with selection and training requirements
adopted by the Board of Corrections as set forth in Subchapter 1
(commencing with Section 100) of Chapter 1 of Division 1 of Title 15
of the California Code of Regulations.
(3) The failure of a privately operated local detention facility
to comply with the appropriate health, safety, and fire laws, or with
the minimum jail standards adopted by the Board of Corrections, may
constitute grounds for the termination of the contract.
(c) Upon the discovery of a failure of a privately operated local
detention facility to comply with the requirements of subdivision
(b), the local governmental entity shall notify the director of the
facility that sanctions shall be applied or the contract shall be
canceled if the specified deficiencies are not corrected within 60
days.
